"Update 3" is the (currently) latest build of VEGAS Pro 21. A free update if you already have a legit VEGAS Pro 21 license.

As lan-mLMC says, you need to purchase the VEGAS Pro 21. Every version (e.g. 20, 19, 18, etc.) has its own specific license. Updates (new builds of a version) are currently free. When you upgrade/ buy a new license for VP 21, you'll get the latest build of VP 21. (You can also download and install an earlier build of VP 21 instead if the latest one is troublesome for you.)
