AMD VCE ENCODER (not NV Encoder) not showing up

Hey i got VEGAS17

and when i try to set up my rendering to NV encoder (AMD VCE encoder) to use the gpu and its not showing up.

i got gigabyte amd RX6600XT with i5-11500 cpu
