Backwards and Serial number compatibilities

1. Compatibility of vegas pro 17 and vegas pro 13

I made a vegas project file(*.veg) with Vegas Pro 17, but my friend is using Vegas Pro 13. Can I convert the file with Vegas Pro 17 to Vegas Pro 13 version file?

2. Is there a way to use vegas pro 13 at the same time with vegas pro 17 serial number?
