Cookie Cutter plug in not working

I have had various other versions of this program from when Sony owned it and the cookie cutter plug in always worked however with Movie Studio Platinum 16 when try to use the cookie cutter plug it doesnt work I get the pop up window and sometimes it will make the media go black but mostly it doesnt work and my media stays viewable. I also do not get animate Cookie cutter either. So in short does cookie cutter work in this version or is there something wrong with the plug in? I use advanced mode On A Ryzen PC. Also quick note cookie cutter works on my Sony Vegas Pro 10.

Nothing wrong with that Cookie Cutter in VMS Pl 16, but we don't know what you exactly are doing, only that you write things.
So show us one way or another what you try to do.

As said above, the Cookie Cutter works in this version. Animate buttons are the ones on the right side of the Video Event FX window (see the + sign). There is also the dedicated picture in picture track. See here

As of right now none of the movie studio plug ins are working and I fresh installed. is there some way I could have accidentally turned them off? Also I have used cookie cutter in earlier versions so thats nothing knew to me just the fxs arent working,

Try resetting. Follow the instructions closely ).

Before that see that this button is not blue. Press to deselect it if it is. Then test your FX.
