Try the View menu/Windows Layouts/Default (or your preferred layout if you have saved one).

Alternatively, Save the project, close Vegas Pro and then open again.

Try moving or temporarily hiding the Taskbar to see if a part of the window is lurking there and the window can be dragged.

None your ideas working apperantly :( When i restart the program and click on the Pan/Crop button i can see for a sec bright sign of a window and i still can t reach it :(
