Novice here using Vegas Pro 14.

 

Is there a way I can create digital (fake) rain in my video?

I think vegasaur has rain effect in their Organic particle effects

There are some free rain overlays if you do a web search.

Because Particulas .mov video clips almost all feature swirling/blowing particles, the best that I think would be useful in that package as a rain effect are one or two that could possibly be used for a full-on blizzard at an alpine peak.

For the more typical rain shower, BorisFX have a very good FX called BCC Rain in its BCC Particles Unit.

Another option is BorisFX free Particle Illusion Standalone using the Fast Rain effect under the Water folder.

Even though it is called 'fast rain', there's lots of controls to adjust the effect to your liking. The only downside with the standalone version is that it is not possible to import video events into the program. To get Particle Illusion that functions as an OFX plugin in Vegas Pro costs $295 USD, but it also comes included with Boris Continuum Complete ($695 USD).

HitFilm Pro has a good rain effect under their Quick 3D FX folder, but I am not sure if the Quick 3D FXs come as part of the free HitFilm Express offering. Quick 3D doesn't appear as one of the Express add-on packages, so that might mean that Quick 3D is included as part of the HitFilm Express program.

1] Shallow Depth of Field. Dupe the Rain Event and ever so slightly reduce focus.

2] Angle the Rain over time. Creates subtle “confusion”.

@EricLNZ- Yeah, we know a whole bunch about rain here. I’ve got at least 100 10ml specimen bottles containing the very best rain showers. I take them out from my Rain cupboard and reminisce about each and everyone.
