Duplicate track disabled

Vegas Movie Studio HD 9.0.

I am investigating how to blur a portion of my video clip and all signs point to creating a mask, the first step of which is to right click the track header and select 'duplicate track'. However that selection is disabled for all my video tracks and not usable. I cannot find a reason for this. Any insight into how to fix this would be appreciated.

Select, copy, paste.

Thanks for this suggestion. This only works if I select clips from the existing track, not when I select the track itself by clicking the track heading. When I paste, a new video and audio track is created so mission accomplished. However, I would still like to know why 'insert video track' is disabled throughout my project.

Could it be that you already have reached the 4 video track limit of VMS 9?
