Re the D drive issue - there have been a few comments on the forum over the years that Vegas Pro does not always install successfully on a drive other than the drive which contains the OS - usually the C drive. If the D drive is not the drive which contains the OS, try installing on the C drive assuming that is where the OS is installed.

Have you got another computer to go through the install process on? For example, Vegas Pro 13 should install on an XP, 7 or 8.1 OS computer. If so, and an install of VP13 works on that older computer, it would suggest that the problem lies with your current computer rather than with Vegas Pro, especially since the install problem on your current computer applies to older versions of Vegas Pro going back to its former owner, Sony (VP13 - and earlier).

The HP meets the minimum specified hardware, even this is better than the other Acer computer I already have it on.

I'm afraid VP doesn't like disk partitions and for whatever reason it starts at C and goes on to D and then doesn't know how to go on.

Your W10 version is some 2 years old and suggests that your computer has been kept off line for the last 2 years - because W10 auto updates when online whether you like it or not. Nonetheless, this shouldn't of itself cause problems with installing Vegas Pro. Nonetheless, that your new computer refuses to properly install multiple versions of Vegas Pro - from 13 to 19 - strongly suggests that the problem lies within your computer, not Vegas Pro over so many versions.
