After it was purchased, downloaded and installed I was able to activate it. Lately I had to reinstall windows. I did that and tried to install MS 16 again. After I'm unable to activate it. I use the same email address. I have an email saved from magix will all info: serial numbers. order number etc. So there can't be typos etc.

@DenysB Have you tried logging in to your Magix account https://www.magix.com/us/support/my-service-center/

Go to "My products". Find your VMS16 then under 'Serial number' click on 'Show more details' to see the current activations. Deactivate one, or both.

Then retry activating your VMS16 again.

I never can access the support page. It says I have cookies deactivated. I use Chrome. Cookies are activated. Third-party cookies ain't blocked. Nothing is in the list of blocked/restricted websites. I double checked them again. All is the same.
