ERROR -59, version 14

I am getting an error that says I have no license to use the software. This is a Steam edition. Any one have any ideas? I have reinstalled, Disabled antivirus, cleaned the registry, Reinstalled again, reset the PC (reinstalled Windows), nothing works. How do I contact the support staff? There are no contact links anywhere.

I assume you read this Support item and checked the indicated serial number for typos.
