had this problem a couple of years ago and sorted it by pressing ctrl and shift on launching ....not working this time

Sorry to be a nuisance, but as Quitter said you need to see the pop-up window and place a checkmark for the reset to work. Would this change anything? "Key is All Programs. Control+Shift + Double-Clicking on a shortcut on the Taskbar doesn't present the check box dialog box."

And if you are now considering to update, you need to read this thread (or wait awhile)

It sounds like this might be related to the Windows 10 Anniversary update (version 1607) and perhaps the updates to .NET Framework in it. I rolled my Windows 10 back to version 1511 because I was having problems with Media Manager. Google "how to roll back windows 10 anniversary update". There is supposed to be a 10-day time limit for rolling back. I was slightly over the time limit but still managed to do it. However it's only a temporary solution. After 6-9 months you'll be forced onto a later update of Windows.

Before doing all of that, let's see what Vegas version you have and whether SCS build 453 or MAGIX build 545 fixes the problem.
