I made this a few years ago... While not exactly what you are after, this might help you with creating the lines (animated masks), and you might find it useful as an outro effect.
I downloaded Maxon and trying the 14 day trial to get those vhs effects. Problem is I don't know how to use it. I installed universe, now what do I do? Where is what I downloaded and how do I get it and use it for Vegas?

TV Damage is an effect on it's own in the Video Events list, it includes Mocha masking & Beat reactor so you can make it react to an audio file, I had to expand the window to fit 'most' of it in
This video is the transition at default settings,
Mocha Masking is in the majority of Continuum fxs & is called Pixel Chooser, it's a really good tracking system

Not exactly answering my question. If you don't know, that's fine. But I don't know what to do next. I downloaded maxon app, I downloaded 'universe' and now where is it or what do I do? I'm stuck. Where are the effects I wanted, including the vhs one?

Don't know why you're starting a new post for exactly the same question that i answered for you above, that answer that you subsequently dissed as not what you were looking for, yet as far as i can see from your video link it's exactly what you're looking for, a VHS effect / transition, it'll need some tweaking of the controls but it can be 'just easily drag and drop onto my clips'.
My apologies, it just wasn't working and when I went scrambling all over the site, it said it only worked for adobe premiere. I then believed it was another lost cause for me just like a bunch of other places I went to look and I was getting angry. So I posted another to make the topic more clear because this one, I thought was only on whatever magix offer and the NewBlue one didn't really have what I like. I liked the one in Maxon but I was disappointed that it didn't work. I didn't even know what happened after I downloaded it cuz' it didn't appear anywhere and no instructions explained step by step what to do. So again, I looked at the site and got lost some more until I went to the support team to see how to download this stupid thing and how to use it. It read what the requirements are for and it said adobe but it also said vegas, however it needed versions 14 or higher. So I slapped my forehead realizing I was using an older model; version 11 and 13. So upon realizing that and making myself a fool, I now have to get the latest if I wanna' use this vhs effect and transition. So that's my bad for not reading. Even by re-downloading maxon, it says what it requires; vegas 14 and newer.
So yeah, problem solved, my bad on my behavior and stuff. I'm good now. ^^; So the ceo or whoever, can delete my other post.

@Johny_Olde In your video there's a few things that make up that effect & many or most are in a TV damage fx, Roll - vertical / horizontal hold & edge jaggedness, Damage - hairs, spots n watermarks, Noise - static, grain, Scanlines - the B/W lines across the screen, RGB - colour offset, degradation of the colour, brightness & contrast, Ghosting - duplication, offset & overlayed of the image, Interference & Signal strength can affect all depending on the other settings, in the BCC Damage fx all can be adjusted & keyframed, a preset can be made that can be dragged n dropped, , I mentioned Mocha masking where a part can be easily tracked & excluded from the damage effect if so wished, Mocha is one of the best tracking apps around,, & Beat Reactor can make this effect react to the music, It's an fx & also a separate transition preset.
I didn't see that you were using V11, even full screen on a 32" 4k monitor i can't read the header, so yeah for any plugin you choose you'll prob have to upgrade Vegas.
& you do understand - Maxon is a subscription price, after a yr it's gone & won't work unless you keep paying.

For an effect, that's all I want. I don't wanna' pay $700 for just only one I'm interested in. lol It sucks there isn't one like you buy to put into like you can with premiere pro or after effects. I may just have no choice but to go with subscription... unless there's a way to get it free

Yeah don't worry, I'll upgrade to the current version. I won't be using 11 anymore. It can't be that bad from what all sony vegas fans say about Magix buying and changing vegas a bit. I just really don't wanna' pay 100 for one or few effects I'm going to use. So that's why I'm hoping I can get it free somewhere.

I did. Though once the free trial ends, does it go away unless I buy the subscription?
After the trial is over, it will be water marked. You can still use it but the highly visible water mark will remain. You would have to buy the subscription.

@Johny_Olde I know it looks like you're looking at the red giant.... but this is the other Old TV i have on my system that i didn't mention
It's a NewBlue fx, part of the Filters 5 Recreate package, on this link i can't see the price just for that individual package, but in MEP it's offered in their Store for £89, I've got Total FX now but in the past i've had several of these individual packages, it'll be a perpetual licence, a one off payment & you get it for life,
@Former user, like you, I have TotalFX 7. Buying an individual plugin will cost usually 1/2 of the TotalFX package.
Yes, sometimes we have to reach into our pockets to get what we want.....

@Reyfox Yep, & if I'm paying for something i like it to be perpetual, not this subscriber rubbish, that's why i've suggested fx's the OP can keep forever.
