What exactly does the pop up say? Possibly it's actually saying that a codec needs to be activated which is a one time procedure when used first time. For that to succeed you need to be connected to the internet.

This is what pops up: 'Deactivation not successful. The program has possibly already been deactivated for this device.'

The first time I opened the program to work on it, I was in a coffee shop without internet. I could not get into the program without internet access so I closed it to deal with it at home. I suspect this is where the problem arose.

How do I fix things?

Log into your Magix account, My Products. Go to your version of Vegas Pro. Where it shows your serial number, you will also see Show More Details. Click on it and you will see how many devices it is installed on, and which ones are active. You can Deactivate from there.

There should only be two activation slots. I'd deactivate both to give a clean start. Then when you start up your latest version it should reregister. If you have other versions registered they should be unaffected.

From this FAQ,item 9:

"To deactivate a device, so you can activate a different one, visit your MAGIX account > My Products > Show More Details > Deactivate. This option can be used only once a month.

In VEGAS Pro 14.0 or later, you can also choose Deactivate the Software on this PC from the Help menu This option can be used as often as you wish. An internet connection is required."
