Insert Subtitles from Files option missing in Movie Studio 16 Platinum

I am running Movie Studio 16 Platinum Version 16.0 (Build 175). The insert menu has the following options Audio Envelopes, Video Envelopes, Audio Track, Video Track, Add Missing Stream for Selected Event (grayed out), Empty Event, Text..., Generated Media, Slide Show, Time..., Marker, Region (grayed out), Audio CD Track Region, Audio CD Track Index (grayed out), and Command. At one time early on in my endeavor I was able to fine the "Insert Caption From File" option but I am no longer able to.

Are you sure it was in Movie Studio and not Vegas Pro?

The interface not only looks completely different than the Vegas pro users manual, there is no "File" option in the menu as outlined in the Vegas Pro manual, only "Project". in the apps manager there is no Vegas Pro app to modiy or remove, only Movie Studio 16. Below are the details from the about file (1 & 2) and the registry key (3).
