Movie Studio 17.0 build 223

I have used the tool for months. I used the program yesterday but today it gets hung (Not Responding) during load.
I have tried following:

Uninstalling / Reinstalling
Uninstalling / Reinstalling in a custom directory
Opening the Movie Studio by the desktop Icon
Opening Movie Studio by double-clicking a project file in Windows Explorer

I have a Windows 10 Laptop.

"If it worked before", it's often worth at least trying to reset the software to default settings. Full instructions here, follow closely and be sure to be able to clear the cache (in case you have tried and did not).

I saw a similar suggestion in another post. I double-clicked the icon while holding Shift and Ctrl and I got the first pop-up, checked the box and OK. The application now hangs after the pop up Ad for Movie 18.0.
I have upgraded to 18.0 and it opens but looks like I can't use it to edit any ver17 .vf projects.

Movie Studio 18 and Movie Studio Platinum 18 are totally different products developed by MAGIX, not VEGAS (please see here). Support for v.18 here.
