On a much earlier version of Movie Studio that I have, in the far LH top corner in the main toolbar - just under the menu buttons of Project, Edit, View, etc - are 2 options of Simple and Advanced. It sounds as though your layout is set for simple editing. Switching to advanced provides many more options in the menu buttons including Tools.
It's different in 17 Platinum. It's called "Power User' mode. Project Menu - Welcome Screen as below but I don't know if it's the same for the basic (non Platinum) version.
That screen is about the same in the classic/plain/basic (not Platinum) version of VEGAS Movie Studio 17. But many options in it were severely restricted compared to Platinum, incl. the Tools menu. You may have watched a VMS Platinum tutorial video.
I'd suggest you consider upgrading to VEGAS Edit 19, which is a much more capable program. VEGAS MS 17 Platinum is not available from MAGIX any more as the VMS product line was discontinued last year. The current Movie Studios (2022 and earlier 18) from MAGIX are totally different products and supported at magix.info/us/ forum. (Always test with the free trial for yourself before purchasing.)
That's just what the basic VEGAS Movie Studio 17 is. Very basic and lacks many features of the Platinum version.
As I said earlier, the "upgrade to Platinum" is not an upgrade to VEGAS MSP 18 (there is no "VEGAS" of that either), but an upgrade to (currently) Movie Studio 2022 Platinum, which is a totally different MAGIX product.
