Pan/crop tool not responding

Every time I go to use the pan/crop tool, Vegas Pro 16 says that it is not responding and it crashes. I have looked up this problem extensively and have tried fixing it multiple ways. I updated windows, updated my drivers, and changed some settings within Vegas Pro all to no avail. Does anyone know how to solve this?

If you're on an early build of your not-Sony Vegas Pro 16, first try updating to VEGAS Pro 16 build #424 through your MAGIX Account > My products.

I have tried reinstalling it multiple times and it still has the same issue.

Yes I have. Has not worked for me.
