Try right-clicking on the screen and see if Show Toolbar is unchecked.

I saw this once also, but resetting the program helped me to see this again.

(This faq is also for VMS.)

Checking Show Toolbar does also work for me at least.

Also selecting "default layout" in View/Windows Layouts should bring back Toolbar in Preview window.

As one of the forum's most active contributors (Chienworks) in the past used to note, right-clicking often brings up interesting options you never knew were there.
