Program Will Not Launch error: 59 & 2

This is off of the VEGAS Movie Studio 14 Platinum Steam Edition / Windows 10

I've previously used the software for over 300 hours and this is the first time I received Error: 59.
I've looked up previous attempts and advice to fix this issue. Upon the first full clean uninstall and reinstall I then got Error: 2. Repeated attempts several times to no avail and restarting my PC did not help. I have seen other posts about the non-steam version but I'm unsure if it's relevant to fixing my issue.

Sadly it did not fix the issue, I will submit a support ticket and see if I can get some indepth way to fix it, thank you for the suggestion.
