You can't customize AC3 render settings. Still you can use the builtin templates. This is a limitation of AC3 studio over AC3 pro. If I remember correctly Vegas13 was the last one with AC3 pro.

Not on your screenshot. I can see "Render" not greyed out.
Or did you mean the option the Customize that choosen template, customizing is not possible anymore since the last versions.

They didn't remove that feature. It's never been there in the studio vesion of AC3. They removed the pro version of AC3. We can only guess due to licensing reasons.

It is not needed anymore.
You are able to unselect that option by a fake render of a videofile with a loop region selected to wathever template and you than can unselect that option.
It will also be unselected if you do your render to AC3.

The disabled render options of DD AC-3 Studio and AAC Audio were reported by @NickHope here and in the Known Issues.

There are work-arounds as vmask eluded to. The SCS versions of DVD Architect Pro had the AC-3 Pro encoder.

To clarify for the OP, only Render Options in the Render As window have been disabled/greyed out recently, i.e. in versions 15 and 16. So you are currently not able to see e.g. the options to "Render loop region only" or "Save project markers in rendered media file" in the Render As window with AC-3 Studio and AAC Audio formats. Don't know what the studio version is. I have Vegas Pro Suite. Does the studio version have features the pro doesn't have?

Marco. and others are referring to the Dolby Digital AC-3 Studio encoder which, as explained above, cannot be customized the way the AC-3 Pro encoder could be. The current versions of Vegas Pro include only AC-3 Studio.
