If you're talking about the beginning of the video, in which historical figures seem to pop out of newspaper stories and come to life -- yes, it's quite possible to do it. But not in a program like Movie Studio. At least not without doing frame by frame animation.
After Effects, however, includes a feature called Rotoscoping, which lets you create a mask around a person and separate him or her from the existing background, as this videomaker has done with Kennedy and Churchill.
It's a very cool feature -- but also pretty advanced and not one available in a basic video editing program.
actually you can...you can take a picture of yourself in a room and cut your image out of it then stick it in another scene and have that image do all kinds of things...slowly float around the frame for example. You can even take a still object and make his arms move...there is all kinds of stuff...check this vid I found out...
I can not see exactly what you are referring to because link is to a private vid. but I am pretty sure what you are referring to based on your wording in your post.

did you happen to notice that the tutorial you mention uses Vegas Pro? The OP uses Movie Studio Suite 13 (MSPlatinum w/ extras) or at least used in Feb. 2015 when this thread was started.
MSP does not have all the features of Pro, as Steve mentioned.
