I appreciate you sharing. However, I read these comments earlier. They do not speak to the issue. I'm currently using Pro 17 on my desktop and now I would like to install and use it on my laptop. You are allowed up to 2 devices per purchase. It keeps giving me error code -14.

If the error code -14 Support article does not help, try Support. The link was in my comment. This was also advised by a member of the VEGAS team in the comment below mine.
