I think it's some bug in my work computer, at home it works normally. I don't know what's causing it. In vegas effect I haven't tried this as you refer me to another thread.

What FX did you have in the Video Output fx?

In general I would have thought an fx in the Video Output fx shouldn't directly affect the Smart Mask,... For eg. - You/I could create a project, then at the end add a filter/fx of some kind to the whole project by applying an fx to Video Output fx without causing harm to already applied fx's on the individual events on the timeline ...?

There was a smart mask inserted in the preview, I don't know how it got there. 

I still feel like I'm doing something wrong, I never get it right like you did the "sheep" and I see you didn't even use a bezier mask. I understand how the values work, where to take away for accuracy 
Could it be choosing the wrong video to test ?  

I used the refine mask button, I put the redtection rate at a lower value, and what I looked in the vids specifically it works more smooth there,
