Have you tried resetting to default layout? View > Window Layouts > Default Layout.

If that doesn't fix it, you may need to reset Vegas Pro to default settings.

More times than not, this is due to the window opening mostly hidden, sometimes under the windows taskbar.

Resetting settings to default doesn't affect your projects, you won't lose any work, it only resets the VEGAS settings that you can change, one of which seems to be causing a problem for you.

Try hiding/moving the taskbar temporarily first to see if you find a part of the window to drag it to the screen.
