Upgrade from pro 17 to pro 18

I purchased Pro 17 on June 4 then received an email on August 5th that 18 was ready. Had I waited less than 2 months I would have gotten Pro 18 for the same price that I paid for 17. I have not received an offer to update to Pro 18 for no cost, only full price. Will there be a free upgrade to Pro 18?
