Upgrading from pro 17 to 19

I currently use vegas pro17. I'm building a new more powerful editing computer and would like to upgrade to vegas pro19. All previous versions of vegas software that I have purchased were available on dvd disc. My question is, can vegas pro19 be purchased in that same format or is it only available as a download? Also, does Magix have a United States support phone number? I have been a loyal vegas software products purchaser and user for sixteen years. In the past I was able to call and talk to someone whenever I had a problem. Today that convenience no longer exist. Does Magix have plans to reintroduce this type of support? If so, the global vegas software user's community would be greatly appreciative.
