Yes like a previous special offer it only appears applicable to some parts of the world. I get emails from Magix almost daily pushing SoundForge and Magix Movie Studio but not anything for Vegas.
I'm not seeing any of these offers, whether on the website, by email or when opening Vegas - whether 14,16 or 18. Disappointing but I've reached out to support.
Judging from the screen shots, these look like offers that show up if you have "newsfeed..." enabled under preferences. I do not so I am not seeing these offers.
I'm not at home for awhile, so I don't know what pops when I'll open VP19. Mails I'm able to read. To upgrade or not is just a matter of how complex the projects and system one have, I don't see the point of upgrading just for the upgrade.
As we all learned over the years Magix deals are always around the corner.

Just got the email. I give credit to Magix for being upfront about this being an "old" version because V21 is coming out. I usually skip versions so I will see what V21 has to offer.
I received the email, and am interested in the upgrade from Vegas 19. Would do so only if I get Vegas 21 as part of the deal. Cannot find whether that is so. No point if not. Anyone know what's what here?
Based on @j-vs and @xberks posts, the real incentive seems to be getting people off of Vegas Pro 16. If I was running 16, (that was the only version I never ran), I would upgrade in a nanosecond.
No, Vegas 21 is not included. I think this is the first time I’ve seen this particular discounted offer from them. And I seem to recall that the old + new version bundles are normally actually fairly expensive.
I just opened VP18 Edit and got an update offer of $59.99 for VP20 Edit. I don't have versions before VP18 installed.
I did get an email to upgrade to VP20 Pro (with Primatte, Soundforge, and Vegas Stream for $80, but I don't know if that is because of any of the versions I own from VP14 Edit, 15 thru 17 Suite, 18 and 19Edit or VP20Edit.
I got a VEGAS 20 email offer from "VEGAS 20" (news@letter.magix.com) "because you subscribed to receive promotional information from MAGIX at [your] email address". (I'm in an EU country.)
@EricLNZ I'm in the UK. Strange thing is when I saw the original post I checked the store and it has an upgrade to Edit for around £44 which is probably the the $59 equivalent but when I went back the next day it was back to the usual £89 / $119 offer. Maybe I just missed it, but would have been nice to have been told :)
I got the $60 upgrade offer when I opened my Vegas 16 Edit version. It's an upgrade for Vegas 20 edit version.
When I open my Vegas 19 Pro Version I get a $99 offer to upgrade to Vegas 20 Pro.
Both offers are good until June 27th and claim this is the final sale before a new version arrives.
If Vegas 21 is on the way soon, why upgrade now?
Exactly. So many software companies, when close to new release offer sale on current version and "free upgrade to new". Too bad that isn't the case here.
