Vegas Movie Studio 17 Platinum is constantly getting error -214716396

Sure I haven't used it in over a year. But I had it installed and it told me files were missing when I wanted to open it, Reinstall will usually fix said issue, it said. Well I uninstalled and now have been trying to reinstall for hours, following a bunch of different suggestions from this forum. To no avail, the same error comes up. The whole thing is quite frustrating, and i went to the magix forum since I've received the product through a magix email and they were quite rude over there so I'm just hoping for a fix.

You probably mean VEGAS Movie Studio 17 Platinum and that is indeed is a VEGAS product and not supported by MAGIX forums, which are for MAGIX products.

Is your error actually -2147163964? If so, see this standard Support advice https://www.vegascreativesoftware.info/us/support/article/error-corrupted-data-or-error-code-2147163964--707/

Please read "Enable the .NET Framework 3.5 in Control Panel" here. It worked for me a couple of days ago in a similar issue.
Your issue may of course be different. Did you get other error code number or a mention that something "failed to register"?

So, today its that error, but I'm almost positive that the code in title was the one I received when i was tinkering yesterday. I did the Microsoft Visual C++ Uninstall and reinstall/added .NET framework 3.5 today, additionally turned on the child folders in it as well. but continuing to get the -2147163964 error. its happening at the runback everytime and is telling me a program run as part of the setup did not finish as expected.

If points 6 and 7 here don't help, you may need to do a forum search (Find..) "-2147163964"  and inspect the results. You'll find threads such as this one and a lot of others.
