Sacky, somehow you've got the 3 Column Display option checked:-
It's not possible to apply this with the FX Border because that FX doesn't have enough controls to make that happen by selection. I've just tried it, it wont happen. Somehow you have. It's as if the FX Controls are remembering a previous setting and overlaying this with the Border FX.
If the Factory Default hasn;'t worked then consider a reinstall of VP13. If that does work you're needing to look for system housekeeping.
Click Border in the FX chain and click to "remove selected plug-in."
Btw, are you sure you did "place a checkmark next to "Delete all cached application data" and then click Yes" when you reset software to default settings?
i'm using windows 8.1 and i'm pretty sure my DPI scaling is 100% is there anyway to check?
I asked this because i asked someone else and they said this problem usually occurs when there
is a DPI scaling change.

Right click on desktop/choose "screen resolution", the choose "make text and other items larger or smaller"/then check the box "let me choose scaling level..."

No, i have this stupid issue too. I'm using win10 and intel graphic chipset. I made searches in internet, many people have this prooblem, but no one solved it.
