The folder which contain packages can't be delete whether by context menu or by the delete button at the top-right corner .link

Same here with a filterpack loaded, no problem to delete it.

Did you try to open the folder and delete the package first?

No, I see the folder's delete in context menu is not grey so I think it should function directly.

I can understand the issue. I would it not call a bug.
Nevertheless, it is useful if you can not delete folders that contain something. A small hint, why the folder can not be deleted, would be enough. Vegas is very stingy with such hints.
