Better to ask where is the function to add that envelope.
Velocity is a Vegas Pro option and not VMS

Good. The Insert/Remove Envelope instances in VMS 16 P do not include Velocity as @j-v clearly pointed out.

There are settings to turn the VMS 16 P envelopes on and off. Search "remove envelope" in online Help (F1). You'll get three documents that can help.
