Can't install Movie Studio 13, fails at downloading .NET Framework 2.0

Any advice? I'm on Windows 10, I'm trying to install Movie Studio 13. Tried downloading Microsoft .NET 2.0 separately but not working, will update this with what I've done to troubleshoot.

Downloaded .net 2.0 and tried to install.
Updated to the latest version of windows

Have the same problem but with 14.
