That is showing you the position of your scrubber which is at the beginning of the timeline (00:00:00:00). If you move the scrubber to another position, that number will change.

Your screenshot is showing with the scrubber at the 00 position. Can you post another with the scrubber at a different position and the information displayed so we can see what you are seeing?

That is odd. On my Vegas Pro version that information is shown when I hover the cursor over a particular Keyframe. This seems to be referencing the first keyframe on your timeline. If you hover above another keyframe, does it change? If not, then this might be a bug that needs to be reported.
