I haven't used VP tracking, because Boris, but I know that Boris works better if you track the edges using a spline in the situation you show.

I expect that any tracker is going to have trouble with that footage. It's dark and blurry.

Try re-shooting in brighter light and use a tracking target image on the screen if you're going to do screen replacement

System 1:

Windows 10
i9-10850K 10 Core
128.0G RAM
Nvidia RTX 3060 Studio driver [most likely latest]
Resolution        3840 x 2160 x 60 hertz
Video Memory 12G GDDR5

System 2:

Lenovo Yoga 720
Core i7-7700 2.8Ghz quad core, 8 logical
16G ram
Intel HD 630 gpu 1G vram
Nvidia GTX 1050 gpu 2G vram

I was just using my laptop camera to just test it out it works when I use Track outside Region that was just on one click that I tested it was not perfect a bit shaky but when I track in side that when I have problems

Well, half of tracking is having the right footage. If you want to have some expectation of success, reshoot in a brighter room.

Motion tracking in Vegas is up to now far behind Mocha, sigh. But it seems to make slow progress and maybe further updates correct my judgement. I recommend to study pierre-k ´s findings/bug reports https://www.vegascreativesoftware.info/us/forum/vp18-motion-tracking-transfer-vs-vegasaur-pin-effects-to-motion-track--122758/ after the "resolved". It seems that there are more problems than wrong footage....

I suggest, that (after first "raw" motion tracking) tracking is made by 1 Frame button and repeated manual correcting the points of your mask to achieve better results. I don´t believe that pure automated motion tracking will give precise results.
