What is the media? What created it? What are your project settings? Does it happen with other media or just that particular one.

And there is no "Sony" Vegas 17. It has not been a part of Sony for 4 years now.

try put dynamic ram preview 0mb.

 

before rendering, just try to restart ur PC and open up ur VEGAS project & start rendering. Dont try open other app while rendering.

Its a gaming video, i dont know what created the glitches, project settings is 1440p 60fps and it only happens with that media

i tried and that didnt fix it and its still glitching, some times when i change preview settings it goes less or more glitchy

I would guess it is a variable frame rate with large differences between minimum and maximum frame rates.

What software was used to record the game footage? And posting the MediaInfo will certainly go a long way in helping try to figure out the problem.

last resorts is use Voukoder, Voukoder kinda forces the rendering to be properly, clean & utilize ur hardware.
