Not sure where to post this but I have Vegas Pro 10 on a Quad Core 2 machine 8gb ram running Windows 10. I got an upgrade offer to 19 and to 20 but not sure either of those will be supported on this machine. Any information on this?
I am using vegas 19 with 4gb ram, win 10 and a q6600 core2quad. works perfect, in fact vegas is the best NLE for ancient computers. Pair it with a capable video card and you will apply effects and render via gpu with no problem.
@steve-rode download the trial version of VP20 and judge for yourself how it performs. You can't render more than a couple of minutes, but you can do any type of editing you want. See if it meets your requirements for editing.

On opening Vegas Pro 13, a Vegas Pro 19 offer popped up - 49.99 Euros valid until 11 July 2023. Same when opening Vegas Pro 11 on my laptop but the offer is $49.99 USD.
Well I updated to 19 this morning and rendered and old project file from Vegas 9 and it worked fine, no bugs! Took a long time but no longer than it would have before. Not sure if hardware accelleration is set as default, but i'll update that if not and maybe update to a faster video card. The motherboard is PCI2 so that may be the limiter, it showed mid 90s for cpu utilization and only 1gb of my ram being used which was a bit surprising on the ram. (New user name BTW, password problems on the old one so create a new account).

NO PCI speed is not an issue when rendering, probably your card is not capable of hardware rendering or you have not used it in the final render. Try t instal voukcoder to see if you can make a render using the gpu. I am using an AMD RX460 2gb, you need a "relative" modern card to use the GPU render. GPU render is near 10X faster than cpu render in our older chips.

Its a GT730 video card. It looks like voukoder will work with this card- worth a try, thanks!

CPU is high 90s and RAM is still a bit over 1gb and the frame rate rendering isn't really any faster. Should I be seeing higher GPU usage or is there something else I need to do in the rendering?

GPU rendering is superfast, you will notice the first time you use it. Try to render via voukoder a video with no effects, just change the format and select the correct render template in voukoder, make sure it used the gpu, you need to select it inside voukoder. GPU encoding is limited to some formats llike H.264 or H.265 depending on your GPU internals.
