This advice regarding VEGAS Support comes from the VEGAS Support team. Please note also the optional process starting point mentioned in the two following comments there and here.

Regarding pdf manuals the VEGAS dev team members have commented several times on the forum that "At the moment we are looking for a technical writer to update and extend the help files and manual". This is still the case, but currently the small dev team is being expanded and a search for tech writers is also continuing. Meanwhile you need to use the in-app Help files (not fully updated) and the New Features pdf. And as mentioned in comments responding to your multiple¹ complaints about this issue there are also numerous VEGAS Pro tutorials including the ones here https://www.youtube.com/c/VEGASCreativeSoftware

I got your first message. I gave up on Vegas and have now restarted to use it. Frustration is a mild word of my feeling to have purchased a software with NO MANUAL and a forum that directs me to a description of improvements on V19. Not knowing how to use, I have requested the manual of V18 of Vegas Pro so that I have a starting point on how the software works and on how to use it. Instead, you keep referring me to a document that indicates changes and improvements on V19. That is wrong. Without a manual, I cannot use the software. Is this where I contact my credit card company and request a chargeback? 

I used Vegas 8 many years ago. It was a solid product with no crashes and a manual that explained how to use the product. How can you have a product without instructions on how to use it? 

The help file is not a manual, as you claim. As of now, Vegas V19 keeps crashing with no manual as promised. I simply cannot use it.

There is a ton of tutorials and help with all versions of Vegas on YouTube.

You can of course try and contact your bank/credit card provider and see what they can do. This is a user to user forum and is not able to cancel purchases or subscriptions. You have been given advice on how to contact VEGAS Support.

You keep indicating that the help file is where I can learn about the product, like it is the manual. Never mind.

From the looks of it, no manual is available for V18 since there is no link to it. I'll try to go through the tutorials.

The VP 18 manual is available through the MAGIX account for those who purchased and registered that version.

You can download your registered programs and their manuals under "My Products" in the Service Center, your personal customer area. You will also find the serial numbers for your software here."

MAGIX/VEGAS should probably make it available to new users (VP19 and VP 20) instead while the newer manuals are not available.

I don't have V18. I purchased V19. This is quite pathetic. I need to purchase V18 in order to get a manual to learn V19. Also, with V20, does it come without a manual as well? So whoever purchases V20 will get the same runaround as I am getting? Does Magix realize how much this angers their NEW customers? Or is it done on purpose?

I'm with twik on this one. It is very poor of Magix and doesn't give a good impression of Vegas.

I'm a VMS user so don't have access to the VP18 pdf manual. Could one of you VP users let him have a copy of the VP18 manual pdf. Doing so is possibly in breach of the EULA but given Magix have dropped the ball here they are hardly in a position to complain.

I'd like to suggest Vegas team makes it a bit easier for users of VP19 and 20. Rather than having users, who may be new to Vegas, figure out where to download the VP18 manual, maybe a copy of the pdf of the VP18 manual can be edited, so that the first page is a huge text disclaimer that Magix are still working on an updated manual, meanwhile here is the VP18 manual which will cover most topics. Then this pdf should be uploaded to the Vegas site, in the location where users of VP19 and VP20 can access/download. Hopefully before too long Vegas team can replace it with a new actual VP19 and VP20 manual.

@Former user I have updated this post which provides links to VEGAS Pro manuals, and provided a direct link to that post within the pinned "MORE IMPORTANT POSTS - Please read this first!" post. It's also linked from the "How can I get help and support for VEGAS Pro?" post.

I'm hesitant to directly pin numerous posts at the top of the forum because of the spaced out design of the forum and the necessity for regular users to repeatedly scroll past them. There are so many contenders to be pinned up there. An "index post" of important posts seemed a better solution, along with any "news" type of posts.
