No option stabilisation with MS 16 when we had a full menu under MS 15

If F1 does not open online Help and/or Shift+F1 activate the "What's This Help" button either, please read this thread. Try xberk's suggestion first. The VMS16P help file is MovieStudio160.chm in C:\Program Files (x86)\Sony\Shared Plug-Ins\Help Files. Instead of \Sony\ it may be \VEGAS\ as mentioned in that thread.

Go to Options/Preferences but hold down Shift as you click on preferences. In the Internal tab type in Legacy at the bottom to get the items. There's several. Change FALSE to TRUE for the ones you want. I've activated both Stabilizer and Titler as you can see.
in version 17 can you run a good old image stabilizer?

Indeed, VMS version 17 does not exist. We are on VMS 16 and VPro 17.
