Unable to Register new device.

I used VEGAS Movie Studio 16 Platinum on my old gaming laptop. I just upgraded to a PC and it will not let me use it. The download works but I get caught up when entering my seriel number and email address. I get an error 14- prompt. Then I went to customer support. I deleted my old device and then tried to register my new device. That wouldn't work because it states that "The serial number you entered has already been used. You may have already registered. Registering again is not necessary. If you have any questions, please contact out technical support team: http://support.magix.net".

I'm not sure what the problem here is or how to fix it.

Are you trying to use a different email address to that you used for initial registration?

No. I am using the same email address as before. I had to reset my old pc and redownload it. Now I am trying to download it on my new PC. I have even deactivated my old PC and it tells me the serial code does not work. I have a purchase receipt as well.
