what if you create a project in v14, make sure the opacity works, and then open that project in v15?
I liked your thinking. Here's the results of that:
What "appears" as a movable handle in VP15, but it isn't, it's LOCKED. Also, if you look closely, the Blue Line it should sit on is missing. What's strange is that the FADE OFFSET works!?

I'm sure you don't. But I was was asked to create a project in VP14 and import it into VP15. So, in VP14 it is BLUE, which is where I created and imported into VP15, as asked:

it looks to me like there's something messed up... properly... not just some setting on/off if i were you, i'd reinstall vegas 15 and see if that 'fixes' it.

Sure, if you read back up this thread, including your own feedback, I uninstalled, rebooted, reinstalled, rebooted and started over. This is a very real and consistent issue which can’t be reproduced in VP14.

@Grazie To eliminate the possibility of it being a corrupted install, can you install VP15 on a different machine and then test your project on VP15? I’m sure you’ve already tried loading (double clicking the program icon is required) the program while holding down shift+ctrl.

He mentioned "Factory Reset" in one of his comments on April 19 "if you read back". I'm sure he "placed a checkmark" as well.
Not sure what you mean by Grazie placing a checkmark? As far as reading back I do my best to read all of the comments in a thread, and not repeat suggestions, but in a long thread it can sometimes happen. I’m sure the original poster will make allowances when they are after all looking for a resolution to their issue, and probably less concerened with nit picking. If my suggestion of shift+ctrl etc is the same as a factory reset fair enough, I understood that procedure to mean resetting and clearing cache etc, not a factory reset, I was already aware of him mentioning the factory reset.

Well it sounds like you've tried everything else. This gives it the best chance of clearing out all remnants of the previous installation. Beyond that you're looking at reinstalling Windows, which would be far more drastic. We're only trying to help, Grazie. You have a bizarre problem which I've never read about before.

sorry, brain not working properly... i thought you said you only did a factory reset. my bad.
i would second some plugin / extension conflict then. from the menu bar on your screenshot looks like you have a good few of them. maybe start from uninstalling some more exotic ones? * btw - what's the affinity photo plugin (or is it just the icon that you're using for something else)?
