De-register via My Account on your MAGIX account. Please keep in mind that usually you can have Vegas Pro installed and operational on 2 different devices at the same time, though not with VP 365.
"You can use VEGAS Pro (14.0 and later) simultaneously on 2 devices. There are 2 ways to deactivate a device so you can activate a different one:
Visit your MAGIX account > My Products > Show More Details > Deactivate. This option can be used only once a month.
From the VEGAS Pro Help menu choose Deactivate the Software on this PC. This option can be used as often as you wish. An internet connection is required."

Thank you. It isn't that I want to activate it on two devices. I want to remove the registration from an existing account and register it to another - transfer the licence. I can see how to deactivate it in 'My Account' (and have done so) but not how to de-register it.
"You may not lend, lease or sublicense the MAGIX product temporarily or permanently. However, you may transfer the license for use of the MAGIX product as a whole to a third party, provided that you completely remove all installations from your computer and do not retain any backup copies. You must then release all MAGIX product license slots in your user account and allow the third party to register the MAGIX product in their user account. If the aforementioned conditions are not fulfilled, any transfer of the license of a MAGIX product requires the express consent of MAGIX."

OK. That makes sense. I really appreciate your reply.
I'm not sure what "MAGIX product license slots" are though, or how to release them. I've deactivated the licence but assume 'deactivating' is different from 'releasing license slots'. I tried to contact tech support to ask them to transfer the licence but got a message "Unfortunately your last registered product is too old". It was registered in 2017.
Do you happen to know what "MAGIX product license slots" are and how to release them? I've tried hard to find out for myself but failed.
You have to contact Magix and tell them you're not longer the owner and ask them the delete that program from your Magix account, so someone else with another account can register it. Also when you gave or sold it to someone else.

Thank you. That makes sense but Magix don't seem to want to be contacted unless I buy a "Support voucher" from the shop, and I can't see a way of doing that. They certainly seem to make life difficult for customers. You can be sure I won't have anything to do with them in future.
@EricLNZ you're most likely right. EULA p.7: "provided that you completely remove all installations from your computer and do not retain any backup copies. You must then release all MAGIX product license slots in your user account and allow the third party to register the MAGIX product in their user account."
My interpretation of Clause 7 is that if you release all your slots for the product a new user can register it with their email and activate it.
Whilst it says "You must then release all MAGIX product license slots in your user account" I don't think it means the license slots for ALL your products because it goes on to say "allow the third party to register the MAGIX product". It refers to Product, not Products.
Also Clause 4 - Registration and data protection may have some bearing.
Only Magix can clarify this. Overall the EULA is one of the best I've come across for shortness and clarity. Some company's EULA are so lengthy and difficult to comprehend.

I know way off topic, but the funniest example of this I've heard of was years ago when Choice (a consumer rights organisation in AU) - I think it was - worked out that in making an online flight booking on Qantas' website required the customer to agree to the company's Ts & Cs. To read the Ts & Cs would take about 45 minutes, but access to the online booking process timed out after something like 8-10 minutes.
