Vegas Pro can't and never could.

FFmpeg can.

Well, in the early days, Vegas "could" accept a few swf files, but without audio.

Handbrake will transcode many swf variants suitably for use in Vegas.

Oops, I meanwhile forgot it worked with a certain type of Flash. Now that you mention it I remember I sometimes used it myself for importing Flash animated titles. I think it must have been not later than Flash version 4 or 6 to work in Vegas Pro.

A couple of ancient threads on this here and there.

I just tested again. It would work up to Vegas Pro 14 if the swfplug folder would be copied over from an earlier Vegas Pro version (up to 11) and if it is vector based text Flash (version up to 5, while version 6 and later isn't supported).

Yes it all changed with Flash 6 and flv.
