Exact symptoms of your problem

The preview will not view videos. The sound is there but the preview window is white. When I try to resize the preview window, I can see the video but the moment I press play, it goes back to white.

It doesn't matter what video I import to Movie Vegas it won't play it in the preview window. For example, I got it from my Canon camera, it won't play it. I got another video from a different computer, it won't play it. I also recorded a video with Camtasia, it won't play it.

Which one? Number and installed drivers for that card.

Nothing wrong with that, but for the best results you can use for the Nvidia this driverversion: 452.06-notebook-win10-64bit-nsd-dch-whql
Must be something else but that I can't figure out now.
Can you support a screenshot via the button in this forum of your loaded projectinterface with that source on the timeline and maybe give a short type of file you use on a site as dropbox where I (we) can download it unharmed as it is?

Thanks for sharing, very strange special when you have a screen if you change the size, but with playing it is white again.
No idea how to cure, but if you have made options other than default you can try a reset of the program following this: https://www.vegascreativesoftware.info/us/forum/faq-how-can-i-reset-vegas-pro-to-default-settings--104646/

I uninstalled and reinstalled. The same problem. White screen and it won't play.

Did you also reset as advised? Un-/reinstalling is not the same process.
