There is a Vegas TV Simulator plug-in that does vertical roll and many other early TV interference and such. Other than that, I do not know what the OP is asking.

FX Vegas TV Simulator can be found in VP16 and VP17 (at least on my PC); but I don't quite understand the question either. Your screenshot shows the available options, There are no options other than the TV-look preset instead of Sync. If you want to create a frame, use e.g. the media generator.

If the OP's issue is that the Video Event FX window is partly cut off, please read this thread (and the links there) to see if any of the suggestions would help. If not, search for threads that discuss "high DPI scaling".
