My video is glitching out at the bottom ?? VEGAS Pro 15

Look at the bottom part of the video and see what happens.

The raw video file looks fine but after I load it into vegas pro 15 it looks like this, and still looks like this after I render it.

Help ?

I follow these settings and use obs v0.659b:

I have been using crf=10 for a long time and first time I see this happening to my videos.

One more thing I used game capture for world of warcraft because the videos were too dark for some reason with monitor capture. This started happening when I used game capture instead of monitor capture.

Typical OBS video glitching does not look like your video, also it appears both in timeline preview and rendered product, also I've only seen it with hardware video encoding you appear to be using software encode with OBS.

To his hardware encoded glitching you do the following:

But as I say your situation is not typical of OBS video problems.
